The Cyprus Association of Civil Engineers (CYACE / ΣΠΟΛΜΗΚ) was founded in 1992, has currently 2000 members and it is the professional organisation of the Civil Engineers in Cyprus. It is the official representative of Civil Engineers in all the organisations in Cyprus, in Europe and in all international organisations. 

The main objectives of the Association include the protection and safeguarding of the profession of Civil Engineering, the promotion and development of in Civil Engineering science in Cyprus and upgrading the validity of the profession of Civil Engineers.

Other objectives of the Association include the improvement of the services standard offered by Civil Engineers, the training and awareness of Civil Engineers in scientific and other issues that concern them, the intervention and contribution in issues related to science and the profession of Civil Engineering as well as the training and informing the public on matters relating to health and safety, safety of structures, advice and more.

The activities of the Association include active participation in the Technical and Scientific Chamber of Cyprus which is the institutional body regulating all the engineering profession, in other various organizations and committees in Cyprus as well as in Europe and international organizations, organization of training programs, international conferences organization of educational visits at construction sites and other activities for its members as well as other professionals in the construction industry.

CYACE is member of the European Council of Civil Engineers (ECCE), European Civil Engineering Education & Training Association (EUCEET), European Federation of National Engineering Associations (FEANI), International Safety and Health Construction Coordinators Organization (ISHCCO), World Council of Civil Engineers (WCCE), International  Federation of Structural Concrete (fib), International Federation of Consulting Engineers (FIDIC) and Cyprus Civil Engineers and Architects Association (CCEAA).

The Cyprus Association of Civil Engineers, after the successful organization of four International Conferences on Construction Safety and Health since 2009, organizes the Fifth International Construction Safety and Health Conference and Exhibition of Equipment and Services on “Vision Zero: Problems to Practical Solutions” which will take place on the 26th (afternoon) and 27th of May, 2017 at Filoxenia Conference Centre, Nicosia, Cyprus.

 

The Conference will be held in co-organisation with the German Institute for Social Security and Accident Prevention in Construction Sector (BG BAU) and the support of the International Social Security Association, Construction Sector (ISSA C) and the Cyprus Scientific and Technical Chamber. The Minister of Labour, Welfare and Social Insurance of Cyprus has set the Conference under her auspices and she will address it. Moreover, the Department of Labour Inspection of the MLSI supports it.

The mission of the Ministry of Labour, Welfare and Social Insurance (MLWSI) is the promotion of social justice within a free democratic system based on the pillars of social cohesion and social inclusion. The maintenance and continuous improvement of the standard of living and the quality of life of the working population and of society in general.

The MWLSI through the Department of Labour Inspection is the Authority regulating and promoting Occupational Safety and Health issues through tripartite cooperation.

The Department of Labour Inspection (DLI) is one of the Departments of the Ministry of Labour, Welfare and Social Insurance.

The basic objective of the DLI is the continuous and steadfast improvement of the Occupational Health and Safety standards, to ensure a satisfactory level of air quality and of the environment in general, the safeguard of the employees the public and the environment against ionized radiation hazards and chemical substances.

The DLI is the Authority regulating and promoting Occupational Safety and Health issues and its policy is in line with the European Strategy for Occupation Health and Safety.
Additional to the appropriate legislative framework the DLI promotes accidents prevention through guidance, information and training.

 International Social Security Association, Construction Sector (ISSA C)

The International Social Security Association founded in 1927, has its headquarters at the International Labour Office in Geneva (Switzerland) and is the principal international institution bringing together social security agencies and organizations.

With over 350 member institutions in more than 135 countries the ISSA is an international forum for discussing ideas and sharing experiences which also coordinates the activities of 10 other International Accident Prevention Sections, which are based in different countries.

The ISSA provides access to information, expert advice, business standards, practical guidelines and platforms for members to build and promote dynamic social security systems worldwide.

 

The ISSA Construction Section (ISSA C) was created in 1968 with the objective of promoting the prevention of occupational risks in this sector.

Thanks to an international partners network it constantly developed and was able to adapt itself to the last century’s considerable technical, economical and social changes. Therefore, to further ameliorate safety and health on construction sites it is really essential to strengthen the worldwide collaboration among prevention experts.

The mission of ISSA C is to propose innovative strategies, methods and tools, as also practical prevention solutions as well as to adapt itself to the new challenges of the globalization.

The ISSA C encourages techniques and prevention methods exchanges through the regular organization of international symposia and events relative to the construction industry, etc. as well as through Working Groups on specific topics.

Cyprus Scientific and Technical Chamber (ETEK)

The Cyprus Scientific and Technical Chamber (ΕΤΕΚ) is the statutory Technical Advisor to the State and is the umbrella organisation for all Cypriot Engineers. It was established by Law 224/1990 and is a Public Law Body with an elected Governing Body. It has an office and a Service capable of promoting its objects.
The Chamber is governed by a thirty-member General Council, which is elected directly by ETEK members for a three-year term of office. The General Council elects its President, General Secretary, General Treasurer and four other members who form the Administrative Committee. The Administrative Committee is the Chamber`s executive and co-ordinating body, with powers to implement its policy, as this is shaped by the Chamber.

The objective of ΕΤΕΚ is to promote science in the various sectors related to the fields of specialisation of its members, engineering and technology in general and to develop them with a view to the self-sufficient economic, social and cultural development of the Republic.

Department of Labour Inspection (TEE)

Cyprus Association of Civil Engineers

The Berufsgenossenschaften (BGs) – the German institutions for statutory accident insurance and prevention – are a part of the German social security system. Their statutory tasks include: 
• prevention of occupational accidents, occupational diseases and work-related health hazards; 
• restoration of health and working capacity (rehabilitation/participation); 
• financial compensation (for example in the form of pensions). 

These services provide employees with comprehensive protection and a high standard of social security. 

 

Berufsgenossenschaft der Bauwirtschaft – BG BAU is one of the non-profit statutory accident insurance and prevention institutions, and is responsible for occupational safety and health in the building and construction industry. It is a corporation under public law and the supervision lies with the state. 


BG BAU is financed entirely by contributions made by the employers in the construction industry and provides a comprehensive service: Prevention • Rehabilitation • Accident insurance.
BG BAU assumes responsibility for financial security of workers following workplace and commuting accidents and in cases of occupational disease. 


In order to prevent occupational accidents, occupational diseases and work-related health hazards from arising in the first place BG BAU promotes safe and healthy working practices. Activities such as workplace inspections, improvement of working equipment through involvement in research, standardisation, testing and certification, specific training and consulting services, and preventive medical examinations all contribute to making working conditions safe. The principle of our work is: Prevention before Compensation.


Should, despite all care taken to ensure safety and health, an accident or occupational disease occur, medical treatment and rehabilitation measures will be ensured, or a pension may be paid to the insured person. The principle followed by BG BAU is: Rehabilitation before pensions.
